September 2001, der ungeliebte Präsident ist erst seit ein paar Monaten im Amt, als die Attentate auf das World Trade Center die Welt erschüttern. George W. Bush und das Pentagon beginnen eine Politik der Vertuschung und Verleumdung, die geradewegs in den zweiten Irak-Krieg führt. In Interviews und Nachrichtenbildern, mit Hilfe von Originaldokumenten und geschickt montierten Sequenzen zeichnet Michael Moore ein Bild der Machenschaften des Bush-Clans und dessen Washingtoner Hintermänner.
