Charles Williams wurde am 27. September 1898 in Albany, New York, geboren. Er war Schauspieler und Drehbuchautor und bekannt für seine Rollen in „Ist das Leben nicht schön?“ (1946), „Hollywood and Vine“ (1945) und „Alexander’s Ragtime Band“ (1938). Er war mit Isabel und Virginia Josephine Evans verheiratet. Er starb am 3. Januar 1958 in Hollywood, Kalifornien.
