Synopsis
Ramon Santez, réfugié cubain, est entré illégalement aux États-Unis. Il n'en profite guère, trouvant une mort violente dans les bas quartiers de New York. La police retient la thèse d'un règlement de compte lié à un trafic d'immigration clandestine. De Miami à Cuba, Pete Karczag, le policier chargé de démanteler le réseau, tente de remonter la filière. À La Havane, il se fait passer pour un Hongrois qui veut émigrer aux États-Unis. Un mystérieux Français lui fait rencontrer l'inquiétant Palinov, responsable local du trafic de réfugiés. Tout en enquêtant, Karczag fait la connaissance d'une jeune et belle dame sans passeport dont il tombe amoureux...
