Synopsis
Abandonné à la naissance à cause de sa difformité, le surdoué et richissime héritier Oswald Cobblepot grandit dans les égouts de Gotham City parmi une troupe de saltimbanques et se fait appeler « Le Pingouin ». Des années plus tard, il s'associe à l'homme d'affaires Max Shreck pour corrompre les habitants de Gotham et devenir maire. Le justicier masqué Batman, alias Bruce Wayne, tente de les arrêter. Entretemps, Selina Kyle, timide secrétaire effacée travaillant pour Shreck, découvre la preuve des intentions peu louables de son patron. Ce dernier tente de l'assassiner. Selina jure d'obtenir vengeance…
