In der sonnigen Bay Area San Franciscos beginnt 1968 eine grausame Mordserie. Der unbekannte Killer lauert verliebten Pärchen auf und bringt sie um. Anschließend führt er Polizei und Presse mit kryptischen Briefen, in denen er sich Zodiac nennt und seiner Untaten brüstet, an der Nase herum. Zeitungsreporter und Fahnder aus vier Distrikten suchen nach dem Mörder. Als ein Teenager seine Attacken überlebt und ihn als weiß Maskierten beschreibt, bricht Panik in der Stadt aus. Der unlösbare Fall wird bald zur Obsession für die vier Detectives.
