Synopsis
Morgan Leafy est un diplomate britannique en poste au Kinjanja, un petit état africain. Arthur Fanshawe, un nouveau membre de la Commission, apprend à Leafy que du pétrole vient d'être découvert au Kinjanja. Pour pouvoir profiter de cette découverte, les britanniques doivent entretenir de bonnes relations avec Sam Adekunle, l'homme qui sera probablement le prochain président du Kinjanja. Mais une crise diplomatique survient lorsqu'une femme meurt à la Commission.
